Meet Bill Chipman

Bill Chipman brings more than 20 years of law enforcement leadership experience to GAUGE’s HERS rating services, immediately setting a standard of precision, accountability, and trust. As a supervisor, he is responsible for managing police/public relationships and rigorously reviewing reports for accuracy, continuity, and strict adherence to federal, state, and local regulations—an expertise that translates seamlessly into the highly regulated world of energy efficiency and building performance.


A certified RESNET HERS (Home Energy Rating System) Rater affiliated with PSD Consulting, Bill applies that same disciplined, detail-driven approach to navigating complex energy codes and compliance requirements.


His foundation in construction began early, working hands-on jobs in high school and continuing through years of managing subcontractors while owning and operating multifamily properties across Massachusetts. This real-world experience gives him a practical, on-the-ground understanding of how projects actually get built—something that sets him apart in the HERS space.


Bill holds a bachelor's degree from the University of Massachusetts Amherst and a master's in public administration from the Harvard Kennedy School, with a focus on negotiation and conflict resolution—skills that are invaluable when aligning project teams and keeping timelines on track. He also maintains an unrestricted Massachusetts Construction Supervisor License (CS-120389).
